Yeah they are .vpk files. The readme for the skins I am trying to use even say /tf2/custom which is where it is. Prior to the patch with the new weapons I had my skins working just fine then after I patched they stopped working. I didnt change anything either. After running tf2 there should be vpkname.vpk.sound.cache file in the custom folder with your vpk. Dont put huds in vpks. You should post the mod youre having trouble with.
